Ukrainian President Volodymyr Zelenskyy has declared a state of emergency after a barrage of Russian strikes triggered a widespread power outage in Kyiv.
Hundreds of thousands of residents are without power as heating becomes scarce in a winter with temperatures dipping as low as -17 degrees.
