The plan would require relaxed zoning restrictions on the 1,070 club properties across the state, which are currently designated for recreational use. The Siquilla housing development above Campbelltown Catholic Club demonstrates the potential, though approval processes currently take between seven months to ten years due to rezoning red tape.
