Russian anti-terrorism authorities and federal investigators have launched a major probe after a homemade explosive device detonated outside Balzi Rossi, an upscale Italian restaurant situated inside one of Moscow’s iconic Stalin-era skyscrapers at Kudrinskaya Square. At least three people were killed—including an unidentified woman carrying the device, a security guard who intercepted her, and a restaurant patron—while at least 21 others sustained injuries. Reports indicate the venue was closed to the public to host a high-profile private banquet when the woman approached with an IED packed with ball bearings and equivalent to a kilogram of TNT.
