Inside Costa Rica’s new mega-prison

Costa Rica has transferred its first 123 inmates to the new High Containment and Organized Crime Center (CACCO), a maximum-security prison developed with El Salvador’s cooperation. The prison, located on the outskirts of San José, is part of President Laura Fernández’s tougher crackdown on organised crime as the country faces a growing security crisis.
Footage released by the Justice Ministry shows prisoners with shaved heads, shackled at the wrists and ankles, and dressed in orange uniforms for the first time in Costa Rican prison history. The images have drawn comparisons to El Salvador’s CECOT mega-prison, which has become known worldwide for its harsh prison conditions and mass incarceration policies.
Costa Rica, once regarded as one of the safest countries in Latin America, has seen a sharp increase in gang violence, drug trafficking, and organised crime in recent years. Authorities say record homicide levels in 2023 were driven largely by disputes over drug routes and illegal markets.
The CACCO facility can hold up to 5,100 inmates under maximum-security conditions, representing around 20% of Costa Rica’s prison population. The government says the prison is a key part of its “iron fist” strategy to restore public safety, while critics are likely to raise concerns about prison conditions and human rights.
Watch this report for the latest on Costa Rica’s new maximum-security prison, its partnership with El Salvador, and the wider fight against gangs and organised crime in Central America.
